What Happens to My Invoices When I Change Plan Managers?

Author: Matt Clements

Your unpaid NDIS invoices don't disappear when you change plan managers.

Once the correct arrangements are in place, your new plan manager can review and process outstanding invoices that meet NDIS claiming requirements.

This includes eligible invoices for supports you received before switching.

You don't necessarily need to wait for every invoice to be paid before moving to a new plan manager.

The NDIS guidance on changing plan managers explains how outstanding invoices should be handled.

Who pays my outstanding invoices?

Your previous plan manager should forward any outstanding invoices to your new plan manager for processing.

For example, imagine you received occupational therapy on Monday but changed plan managers on Wednesday.

If the therapist sends their invoice after the changeover, your new plan manager can review and submit an eligible claim, even though the appointment happened before you switched.

The invoice must still meet NDIS rules and be covered by available funding.

Think of it like handing over a folder. The paperwork moves to the new person, but the work that needs to be done doesn't disappear.

What if an invoice has already been submitted?

It depends on how far the invoice has progressed.

1. Invoice received but not claimed

If your previous plan manager received an invoice but hasn't submitted a claim, they should pass the outstanding invoice to your new plan manager.

Your new plan manager can then check it and submit an eligible claim once the correct arrangements are in place.

2. Claim submitted but not yet paid

If a claim has already been submitted to the NDIA, your plan managers should check its status before taking further action.

A claim may still be processing, under review or rejected.

Submitting it again without checking could create a duplicate claim.

3. Claim already paid

If the NDIA has already paid a claim, it should not be submitted again.

However, if the support provider is still waiting for payment, your plan managers should investigate whether the payment has been passed on to the provider.

The NDIS guide to getting paid explains how claims and payments work.

Can my old plan manager still submit claims after I switch?

Under the newer my NDIS arrangements, claims submitted by your previous plan manager after their plan management relationship ends will be rejected.

This can happen even when the support was delivered while they were your plan manager.

Your new plan manager can submit eligible claims for supports delivered earlier in your plan.

That's why it's important to agree on a clear changeover date and confirm which invoices still need attention.

Could switching delay payments to my providers?

It can, especially if invoices are sent to the wrong plan manager or important handover information is missing.

To help avoid delays:

  • Ask for a list of unpaid invoices.
  • Check which claims have already been submitted to the NDIA.
  • Confirm which payments have been completed.
  • Make sure your new plan manager receives outstanding invoices.
  • Ask how disputed or rejected invoices will be handled.
  • Tell your providers where to send future invoices.

Your new plan manager should also confirm when they can begin processing claims.

Will I lose funding because an invoice hasn't been paid?

Changing plan managers doesn't reset your NDIS funding.

An unpaid invoice may represent funding that still needs to be claimed. This means your recorded budget balance might not reflect every outstanding payment.

Your new plan manager should check both your recorded spending and any outstanding eligible invoices to help you understand what funding may remain available.

All claims must still meet NDIS rules and fit within the funding available in your plan.

What should I do if an invoice goes missing?

Start by asking your new plan manager whether they've received it.

If they haven't, ask your previous plan manager or the support provider for a copy.

Before anyone submits the invoice again, check whether a claim has already been made or paid.

If an invoice is disputed or a claim has been rejected, ask your new plan manager to explain what needs to happen next.
